I think that you're missing a setting. Trying these instructions

[*]Start HanDBase Desktop on the new computer
[*]Click on Configure/Sync->Android Users
[*]On the Manage Android Users screen, Delete any users in the center box.
[*]Click on the Setup New Android User button
[*]On the Setup New Android User - Step 1 screen, click on the WiFi Radio button, then click the Next button
[*]On the Setup New Android User - Step 2 screen, read what is in the box, then click the Next button
[*]Open HanDBase on your Android device, then click on the 2 arrows that chase each other in the circle. You will be the screen which will tell you the IP address of your device on the WiFi Network.
[*]On the Setup New Android User - Step 3 screen, enter the IP address as listed on your android screen. You want to make sure that you enter http:// in front of the address (NOT HTTPS), and that you have the ':8080' at the end of the address. It will look something like this 'http://xxx.xxx.xxx.xxx:8080', where the x's are the numbers you see on the Android screen. Those are the most common mistakes made. (At least I make those mistakes)
[*]You should see on the next screen that a partnership has been created. You should have a next button that will complete the initial sync.
Now I can't tell you the exact screens because I do not have an Android device to go through this on, but you should get to sync at this point.
If you have a failure, please note which screen the failure is on, and the error message.
One last question. Are you trying to do this on a home network or a work network?
